Nope never did I say all the camps that have behest are packed just the ones that actualy have people go to them even after the "fix" people stayed in the Ul'dah area.. making them packed esp for new players.

I agree this sounds like a good fixI think a smart idea on SE's behalf would be to make the battle wardens a stationary NPC, and allow people to form parties and do Behest at their leisure. Compensating of course by adding a timer (10 mins?) so that you can't spam Behest. This could alleviate the half hour reset/spawn currently in place, and put another emphasis on community building through Behest party making. But, I also think they should up the exp awarded through Behest, and make it more challenging.
Definitely! After grinding behest for the last week through 5 classes, more than 60 levels and some 70+hrs, seeing the very weak 2x lightning elementals or the Nannygoats or even the coblyns, its really bland. The final mob{s} should be something unique w/ a name or maybe an NM on occasion. {course if one ends up being solo, then the final mob shouldn't be something too tough to handle...maybe like it already is}
For example, the final mob in Skull Valley's Behest is always a Kobold Supplicant. Its a unique mob that you don't see at low levels.
I like the idea of the reward you mentioned. When I think of Behest I think of FF9... so maybe when we start the Behest we can choose 1 item out of 4 and if you complete the Behest without dying then you get your bonus item too but if you die you during the Behest then you can only obtain the gil reward... it wouldn't have to work exactly like that but it's just an idea?
So...... the simple solution would be to go to a different camp.
I think if an item reward would be implemented, it should only be from a random spawned NM for the final battle ~ sometimes an NM spawns, sometimes its just a unique mob. And of course make them have a huge list of various items and drop %'s, so you won't always get what you want, just like when killing NMs...
Or another idea, when this NM should spawn and its defeated, everyone in the PT gets a token for that camp, {Camp Horizon Token} that can only be used at that camp. Then add a new token vendor in each camp that sells various pieces of gear to a set and other random goodies, and you'll have to participate in behest from multiple camps and NM battles, collecting tokens {as each item will have a token cost} to earn/purchase every piece. In the end, it'll make more players participate in behest all over the game instead of in select locations as it is now.
In my opinion, behest should work like an instanced event that fires off as soon as enough people join the party. Eleven people standing around the warden? They all join up, but the first 8 end up in a party and their behest fires off, the other 3 end up in a group of their own waiting for the next 5 members so they can get started.
This works very effectively in other games so why not here? It sure is better than disappointing people who now have to wait another 30 minutes for a chance to play because they didn't get into behest again.

But those were a ripoff of Public Quests in Warhammer Online.
That's the idea, though. Much better than having to depend on someone forming a party after everyone gets their tags.
Make the captains do something instead of following you around like a retard... at least have him break dance and entertain us while we fight or something..
