You should earn points every time you do a Behest, similar to faction points, that let you redeem said points for certain pieces of gear. Nothing too extravagant, just low-to-mid level gear and the like that could be redeemed from a NPC in each of the cities. And every city could have different gear, so people do Behests in more than one region.
