How do PLDs generate more hate?

Just Started T8 myself but what works best for me is I've noticed the signs for when the Dredd will spawn i.e. right after second laser, about one or 1.5 GCDs after first brain jack, and prep a comboed ROH. I also utilize my aggro generation from cooldowns and Circle of Scorn for off GCD for that little bit extra omph.

So mines Provoke -> Shield Lob -> HG/Sentinel -> Prepped ROH -> CoS. Hasn't failed me yet.

does shieldlob not reset your RoH combo? Meaning you will not have the prepped combo in this example.
