I think listing the acc cap in the DF would be a solution without actually making it req'd.

So you go to BCoB to get gear but you can't get in BCoB because you don't have gear.

I think the ilvl requirement is already enough. It's just that it's ridiculously low.

Take BRD for example. If a BRD geared up solely in Allagan from first coil they wouldn't have enough accuracy as the stat isn't on most of the gear. BRD has to wear quite a few pieces of Myth gear to get adequate accuracy. Not so much cap anymore as Echo counters that very small miss chance of being a few points under. But being something like 100 accuracy under the cap would cause you to miss more than hit.
