This is something that has been in effect around this time of year through the summer related to lack of power production capacity. This capacity issue is related to earthquake a couple of years ago that took down a good chunk of the capacity the region. As there are concerns of continuing to rely on nuclear there is a need to build other power sources. This is something that will take time and will continue to cause these summer rolling blackouts, or area blackouts.Yearly power outage?
Not criticizing or anything. You do what you gotta do. It just sounds... odd.
Only thing I can think of is hardcore generator testing. But where I work they just start the generator once a week to make sure it turns over in the timeframe it should. We don't take all the power down in the building for it.
This is something that could take a decade (be nice if it is less) to resolve.
