More unlocked skills will worsen the difference between a synced and a new player in duty, I guess the few people crying for that on that specific thread, are doing it just because they want end the duty more faster and nothing else.
Anyway, it is obvious that i90-synced players will have too much edge even when synced, and not true it is only player skill difference: when leveling my other tank job I had troubles with them, and when being myself the i90 synced, I found that content threefold more easier to do than when done my first time.
I am thinking the "sync" done to armor and character is still too much forgiving and the synced player still have the edge above another not "synced" player with maxed armor for his level.

Better suggestion: up the max-level sync by 2, increase the stat reduction slightly.
This way, more abilities = more fun in lowbie dungeons.
What if you are level 20 unsynced and the dungeon level is between 17~20? When you level up in that dungeon to 21, then wouldn't that drop your level to 17 because your level just entered the sync limit?

I'd suggest, when a player have a level higher than max allowed on a duty, s/he being synced not to the max level, but to the min level of the duty, for the following reasons:
- High level synced players makes the duty too much easy and the new player hardly learns anything doing that, most likely he will be carried on;
- New tanks haven't any chance to hold aggro against the above players;
- High level synced complaining about those duties too much easy, here get served little more difficulty

Not sustainable in the long run.
Right now one of the main motivation is the exp you get from completing low level roulette, but as more and more people hit 50 on all the class they wanted to play, that 60 mythology isn't going to convince anyone to run the roulette if it is going to be slow.
Run a Brayflox in sub-10min for 50 myth, or sit through 30+ min on a low level dungeon.
And by the way a lot of the high level gear sucks when synced down, unsync'd green/pink gear will give you more stats.
2 Reasons for a nope that that.
First many of theses Low Level Dungeons are hard to make it when you are under the Max (Snyc-)Level. As great exsample can we take Cutters Cry. Till 40 (what is the max Level for that Dungeon) you struggle very hard as PLD Tank against DPS what are allready 40 and have their Perk for that Level. The list goes on with many other exsampels. So better don't change it.
TZhe Second reason is you allready lose the feeling of being strong from you down Sync to a certain Level. Are you ever tried to make the Lvl 10/11 Guildhest with 50. You feel that something is missing. So nope also in that point.
