They literally said in the same answer that they will be adjusting several jobs.
Q17: When are you planning to buff the black mage job?
A17: The adjustments will go live in patch 2.3. The general direction of the buff is “increasing DPS on a single target.” Please note that the adjustment will not be only for the black mage and we are currently looking into other jobs as well.

They did mention that they plan adjustments on other classes aswell.
They didn't go into detail but it's very possible that AoE will be adjusted as they push the single target DPS of BLM.

Because other jobs have decent AoE and a decent level of useful utility (battle rezzing, stunning, silencing, etc.). BLM basically has no useful utility (sleep doesn't affect anything you might care about outside of leveling before, you know, you've gotten Flare and have attained the uber-AoE deeps that BLM is known for) and makes up for it with excellent AoE capabilities.
DPS are basically required to have their ST DPS be directly balanced against one another because that's the primary measure of their effectiveness. Secondary functionality is balanced holistically (re: the sum of all secondary functionalities of class A are measured against the sum of all secondary functionalities of class B).
It's similar to the reason why WAR gets away with having so much more damage than PLD (they're primary functionality of survivability is balanced directly whereas their secondary functionality, utility and DPS, are balanced as a combination) or why SCH has so much better ST DPS than WHM (they have the same heals but SCH has way better ST and WHM has way better AoE).
Because AoE damage is pretty much irrelevant in any of 2.2's endgame content. Brayflox does not count before someone brings it up.
On all new coil turns except T8 BLM is struggling to be on par with a BRD and way behind the other 3 dps classes.
