There is no doubt a tool like this could be useful. The question is how many people will use it for it's purpose and how many will abuse it and use it to discriminate.

People are not entitled to be carried, though.Cutting people out of the fight before they can try in this manner is discriminating. Fact of the matter is, some players need to be carried by others to clear certain content.
What's wring with using it to discriminate? Would you invite a 4.5k HP tank to Turn 5? So why is it okay to invite a 150 DPS player?
Discrimination in a PF group is fine. You play with who you want to play with. I'm not sure why people get up in arms about that fact, and why "anti-elitists" feel the need to force themselves into groups that they are not a good fit for.
Whether or not discriminating is bad or good is not up to us to decide. Perhaps something like this would cause more bad, than good, which I believe is what the developers think.
When discussing possible content I like to look at it from multiple angles to fully judge the possible outcomes. "How would this feature perform there, or there? Will it cause more good than bad for the community as a whole? Does it please the majority?" Things like that.
Also, frankly, I agree the DPS Tool would be extremely useful and would feed my curiosity. But do we NEED it to overcome the mechanics in this games battle system? I don't think so.

The whole party finder system encourages discrimination, and discrimination in this context is not a bad thing. We should freely be allowed to discriminate about who we party with - some people don't want "jerks", some people don't want bad dps, some people don't want impatient people, etc etc. If you dislike someone's standards, don't play with them.
And often you do - DPS checks are often the harshest part of this game. You could throw yourself at T8 forever only to find that someone is doing 200 DPS and as such you will never win without a miracle, for instance.
no do don't harrass people if you don't want to party them take the penalty the person you don't want to play with has done nothing wrong. The whole party finder system encourages discrimination, and discrimination in this context is not a bad thing. if you're in pf leave dungeon kick the player but do not harass them.
Harassment is not the same as discrimination.
Discrimination = "Please know the fight, please do good DPS"
Harassment = "lol look at that guy's gear, let's send him some obnoxious /tells"
Judging by how God dang bad this community is...a lot of people.
And it'll be holy hell in DF with it too. God forbid.
Let's just make the DPS tool personal. I want to see my personal dps, i don't need others to know about it or know theirs. Then, people will be able to shout their number if they want or not.
Improving dps is not only about rotation, it's also how you react and use your time to dps in encounters (my main dps is BLM). Giving numbers only on dummies woudn't help me that much.

Yes, a DPS tool can be great for improving your own performance, but that's the only purpose it needs. So long as things are dieing, and your group is clearing the content, team member DPS amounts are not relevant to the overall team. Groups can choose to share the info amongst themselves, especially simple in the case of pre-made groups, but PuG's are choosing to go into places with random groups. Take what you get. Among randoms, a dps comparison only feeds the drama.
