Judging by how God dang bad this community is...a lot of people.
And it'll be holy hell in DF with it too. God forbid.
Let's just make the DPS tool personal. I want to see my personal dps, i don't need others to know about it or know theirs. Then, people will be able to shout their number if they want or not.
Improving dps is not only about rotation, it's also how you react and use your time to dps in encounters (my main dps is BLM). Giving numbers only on dummies woudn't help me that much.

This is really the best option I'd think.Let's just make the DPS tool personal. I want to see my personal dps, i don't need others to know about it or know theirs. Then, people will be able to shout their number if they want or not.

Yes, a DPS tool can be great for improving your own performance, but that's the only purpose it needs. So long as things are dieing, and your group is clearing the content, team member DPS amounts are not relevant to the overall team. Groups can choose to share the info amongst themselves, especially simple in the case of pre-made groups, but PuG's are choosing to go into places with random groups. Take what you get. Among randoms, a dps comparison only feeds the drama.

There needs to be some kind of check.
Just yesterday I was running Copperbell (hard) for my book. 2 wipes on first boss. 2 wipes on second. 4 wipes on last boss before I abandoned. Ran out of stones to feet the worm and the boss was at 30-40% HP. Tank was fine. Dropping the stones was... OK. But there was just a HUGE lack of DPS. After 4th wipe and 20 min left I did vote abandon. Tank protested saying "Oh come on we almost have it!". No... you didn't. 4 times and each time we ran out of stones to feed and boss wasent much below 50%.
I remember how bad things were when Copperbell and Mannor (Hard) came out. The tons of failed runs because of severely under equiped DPS getting into these runs because of SE's inability to calculate iLVL requirements properly.
I fully agree with Marxam. There needs to be some kind of forced check.
I really like the idea of having a training dummy as a piece of furniture.
Questing is like participating in an Old Spice Commercial - Talk to me, talk to him, talk to me, talk to him, Now Talk To Me...Sadly, you are not done, back to him, look there, its that mob I never liked, back to me, back to him...I'm in the Waking Sands.

DPS meters should never be a thing since it not only create elitists that judge other players performances. The error comes when those same elitists feel that because it is a tool that is part of a game it is justified to insult other players.
The only DPS tool they should allow is something that helps manage personal DPS but overall simply serve as reminders.
Such as a better visual reminder that our DoT ticks and/or buffs are falling off than putting them first under the targets debuff icon area.
A check shouldn't be needed at all.
If anything what Square-Enix could do is release a how-to video on how to play certain jobs. Yet not a "elitist" level video either just a simplistic and general video explaining what players should be doing on average. Simply take pointers from LoL "champion spotlight".
This videos only need to explain standard job specific rotations.
As an example for Black mages. Pointing out that Astral Fire 3 helps do more fire damage and that is why you should consider opening with Fire 3 and that when you get low on mana should consider using Blizzard 3 because astral fire 3 reduces ice spells casting time and thel mana regen umbral ice 3 offers is a big benefit in the rotation.
And they just queue in the video Fire 3 > Fire 1 > Fire 1 > Fire 1 > Fire 1 > Blizzard 3 > Thunder 3 rinse and repeat
And that if you need to move to move over getting hit.
Yet they don't have to be mentioning anything about double flare, triple flare, Aetherial Manipulation, manawall, manaward, scathe, etc. Since that's over doing it.
Or you can do these videos yourself and tell the DPS you queue with to watch em.

DC Universe has a chart on the menu that you can pull up to see damage dealt, damage received, your total deaths, total kills, total healing received, total healing dealt, etc.

There is an easy solution for when people insult you: leave the party and blacklist the person. You can even report them if they're being particularly offensive. It's not a person you want to be partying up with anyways. To not get a parser though because there's potential to get harassed, when you can just as easily ignore the player and carry on, is unfair to the majority of people that would use it properly. I've been in parties where someone has been kicked because they repeatedly pull subpar DPS, but is it really harassment when they are underperforming? Note that I've seen this only in coil and rarely in the extreme fights, but having weak dps there actually causes wipes and there's honestly no excuse at that point in the game.
Most of the time I see people getting kicked because they are constantly wiping the party by dying rather than DPS reasons, but I don't see this as a form of harassment because they are dragging their party down. I've actually been kicked more as a tank than a DPS just because of 1-2 bad pulls. Just learn to deal with any stray insults and your online life will be much better because of it instead of asking for the restriction of a useful tool. Many of these reasons also work for vote kick/abandon too, but they definitely have their uses and I'm glad they're there.

Sigh.... I've lost faith with this forum, no voice chat because of discrimination ... (oh now... that 1% of mean people, now we should ban a feature because of it)...
And now we have to tip-toe around a FULL damage metre because people don't like being told that they are under performing? it boggles my mind.... how sensitive people are, no wonder the majority of loud mouths in duty finder think they are great when in reality they are far from it.... no evidence to put people in their places.
And no, its not elitism. statistics are important for raid improvement especially.... even Wild Star is launching with full "WildStar Logs" just like WoW has... being able to track absolutely everything that happens in a fight, its a very useful tool.
Why are features getting the shaft because of potential conflict? when in reality this game already has plenty of that with Duty Finder elitists? ... hypocritical to the core.
