Why is BLM getting a buff?

A lot of players also know from years of playing SE games that when SE says "Adjust", it almost always means nerf. That best you can hope for is a Zero Sum change.
Realistically I expect an across the board net nerf.

This is not XI, when they said they were adjusting Warriors it was a straight up buff and Paladin was untouched.. actually Shield Oath got an Enmity boost too

from the way they made it sound they plan to add to the other jobs(you know, buff them too) not nerf them. maybe that is how they plan to justify the addition of Leviathan-Egi and Ramuh-Egi before a level cap increase
