That benchmark test probably hasn't been updated to reflect updates. So I would say definitely not, if you're scores were in the middle to high range above 2400 then maybe.
Your i3 processor is just fine. We canrun this game on a haswell celeron. You just need a decent graphics card. We have a low end ati5570 which is not recommended but still runs the game at 20-35 frames. Still playable. But if you have a budget, get at least a mid level card.

I scored 2200ish at 1280x720
I will say there is some noticable FPS dips in high action areas but with only my effects active in the setttings its pretty minimal.
on medium settings I get decent gameplay that said I have not tried anything like primals or coil on it.
The best way would be to just install it and log in using your account and give it a try.

There is a big difference between an i3's intelhd and an i5's intelhd4000. I have an i3 laptop in the closet that has twice the ram as the one in the op and a ssd. It won't play this game well. perhaps but he could simple reduce the screen resolution set everything to low and disable most visual effects to get enough of a boost to make leveling feasable before having him go out and invest in new hardware before finding out if this is even a game he would enjoy fully.
As I said in my post he should install it and try the game first before writing off what his computer can do.
From personal experience ps3 plays fine...
Ps4 plays excellent if you've got the cash the ps4 is defo a better option
I'd suggest a PS4 if you can - but a PS3 will work as well(infact it might work better since you can outsource the audio directly to speakers using component cable and video via HDMI -> DVI cable(the signal is the same just the cable format is different). As for not able to use a TV with HDMI can just get a monitor with speakers that takes in HDMI.
I do know of some people that play on below min spec machines with EVERYTHING set to low and turned off everything else really. So it should be playable but I doubt it would be the same enjoyment.
