Elitism + Weeabooing. Anyone engaging in that combination of behaviors can have a seat, as far as I'm concerned.

I agree with the posters who say these people need to be reported and/or blacklisted. No one should stand for that kind of attitude, Japanese or any other nationality. SE also needs to lay down the law to these folks. Countrymen or no, this is an INTERnational game. If they want "JP Only", they should switch to PSO2 (at least until the honchos at Sega pull their heads from their rectal ducts and bring it stateside).

Unfortunately there are so many people who do it that it's not a matter of them being their "countrymen" but a matter of appeasing customers paying for their game. If they actively banned people for kicking foreigners and such, they may end up with a lot of complaints resulting in cancelled subscriptions. Is that right? No. But it is the reality of the situation.

I still think people should report them if they're experiencing those issues, but I think profit will stand in SE's way to respond.
