Correct, you got my Point. Its not about its harder or easier to find people to run Dungeons. Its about in which position you are playing, like if you are in a big LS or if you are not.

If you are in a big one, you shouldnt have any Problems at all to find People to run a Dungeon. No matter if 5 Min Respawn or 500 Mins.

If you are in a small Group, or a casual which want/have to do with Random People than its all made out of luck, if you find People quick or not. But of course the chance of getting people quick is lowered.

But beside that.. i didnt backup any of my Points so far, since i didnt see the Dungeons yet. I cant say if they are easy or not, i cant say if they are really useable for Exping and i also cant say if the 5 Min Timer will work out and if everyone will like it.
