If they add another button, this is how I think it should be prioritized:
1. Need: Gear your current job can equip
2. (New button) Feed?: You have a job with a high enough level to use this.
3. Greed: Lot on it if you want it
4. Pass

So a player with all classes at 50 would benefit from this system regardless of whether he/she needs or even wants the gear to begin with.I agree with the OP in one regard.
If someone rolls Greed on something for a class that they haven't even unlocked, then no, I don't think they have any rights to the loot. If they actually wanted the loot for the class they would have made the attempt to AT LEAST go to the Guild and unlock it. If there's a blank hyphen sitting in the class's level place, then no, they should not be able to roll greed for it at all. I can for sure recount a time or two when this has happened.
A Coil Turn 1 for example when it still had weekly lockout does. SMN has Ifrit out, we're at Snake, pet aggroes, starts fight early, then that SMN dies. And before he gets raised, he returns to the beginning, then gets locked out. Once the fight is over no help to him whatsoever, he rolls greed on some Monk gear and gets it over other people who actually had a much more deserving chance of it. Did he have the class even unlocked? Nope, Pugilist was blank. I actually said something at the time as well, we should not have let him had a shot at anything at that point, and I would have blacklisted him myself.
Because he did not apologize, say he was sorry, nothing. He died, let us do all the work, then said nothing, got some gear for no work practically, then left after saying "gg". Those are the kinds of people something like this would help to avoid.
In fact it doesn't seem to solve anything at all, if you had a PT with players that are all 50, the same could've happened and the player who got the loot, might even simply discard the loot.
Ultimately, the issue lies with the players, not the system and I am against any sort of system that gives a player a loot advantage simply because they leveled em all to 50

I always say this, and I guess it applies to everything in the game:
"If you want tank gear, go tank it yourself."
So you think people level other jobs to 50 because they dont want to use/play with it? What about people who dont even have the job at 50 then?
Might as well let it hit the floor then!
Back in 1.0, the only reason my a GLD/PLD and MRD/WAR and CNJ/WHM were leveled to 50 was because everything else was and I had the leves to burn. Never really like WHM and I don't tank.
Eh, I'm a bit sceptical about this story. Initially your point was should people without a level 50 be allowed to roll, then it turned into someone saying they'd pass then didn't. Both are pretty different points.
If they said they would pass beforehand then didn't, then it is a reportable offence, the dev team have already stated this.
However it is irrelevant whether they were level 50 or not. Greed is greed. Is it fair that someone could lose a piece they need on their main to someone who is level 1? No, not really. But that's the price you pay for running the content on an alt class. If this healer was only there for the WHM wand then quite frankly I just don't understand at all why they would switch to SCH.
What they saying is this. Sunday night I was running brayflox HM on my sch but I am also leveling both tanks they are around level 36. So, I figured I will get the tank darklight set while I run. We kill first boss its tank gear I rolled greed but the Tank roll need. I checked the tank gear thinking maybe he need this gear. Nope this fool rocking High allagan, allagan, Soldery gear and fully upgraded relic. I asked why you needed on that? He said "To turn in for GC seals." Really? It pissed me off so bad when he pulled the 3 groups of goblins I just let him die.
Also don't worry when CT2 comes out 2.3 you will see a lot of gear just hit the ground. lol

So you purposefully screwed up a run because an actual Tank took ilvl70 Tank gear instead of passing it (he should have used his psychic abilities to know you wanted this, as you didn't ask) for your level 36 Tank. I'm surprised they didn't kick you. What they saying is this. Sunday night I was running brayflox HM on my sch but I am also leveling both tanks they are around level 36. Can't kick me when you the random person with 3 friends PS4 we roll in voice chat. Once again I'm a ilevel 92 sch and 95 monk why would I roll need on ilevel 70 gear? If any I would roll greed since it obviously I don't need the gear.
