Really unique frame rate issue during game

For the last couple days, I would log into the game, and either right away or after a little while, something would trigger within my computer that makes the frame rate really choppy. Sometimes it would be me pressing my free company short cut key, or opening up the market board. Sometimes I would just keep my game idle and it would start happening. In addition to the choppiness, whenever I try to quit my game, it never fully quits. It stays in a black screen, and I have to ctrl alt delete to manually do it. After I manually quit it, then it won't let me log back in.

To add onto that, if I have mumble on, the voice comm becomes choppy. After a while, I just can't hear anyone on mumble anymore and my mumble starts to freeze as well.

I tried re-installing my drivers, doing a system restore, etc. Any ideas?

To add onto the above, when this happens my computer won't let me go onto the internet and watch videos or hear noise anymore. This def seems like a hardware or computer problem, any ideas?

I've been experiencing this choppiness too. My computer can run the game on max settings no problem though so it's not the graphics' fault.
I know this because i tried switching to the lowest settings possible and the choppiness didn't change at all. Also noticed that it happens
mostly when the NVIDIA Experience is running in the bg (icon showing in the system tray). When i close it, the choppiness goes away.. and
comes back again when exp is starting up in the bg again.

So its not just me then. One minute I can be playing at 60fps and the next it does right down to about 15fps for about 30 seconds and repeats.
