I take it the tomes only becomes dungeon rewards once I hit level 50? To replace XP? I can't find anything online other than that they're rewards.

Some trials and dungeons give mythology tomes, others give mythology and soldiery tomes. As you advance in the story line you'll start to get tomes.
The low level duty roulette only gives tomes if you are already level 50 (once a day.) If you are not level 50 it gives a lot of extra exp once a day, so it is worth doing it.
There are web sites where you can see the rewards each dungeon gives, and lots of more information (hunting log mobs placement, skills, leves, quests, a lot more.) For example:

I have some other kind of related questions.
I obviously got my GLD to level 30 and my CNJ to level 15 to be able to use PLD. When we're talking about cross-class abilities.
1. Do the CC abilities i use from CNJ, depend on the level of my CNJ. For example, do i need my CNJ to be at level 34 to be able to use Stoneskin as a CC ability with my Paladin?
2. If i also start levelling up MRD, can i use CC abilities from that class as well as CNJ? If so, how?
