In response to your question when is a static required, that depends how valuable your server views progression.

On my server Balmung you probably won't need a static until turn 6-9 as of this post 6/3/2014. Turn 5 is boarder line as of now, some people CAN pug this successfully. There are SOME turn 6 pugs that are successful but more than likely your not getting into one.

My advice is to avoid the statics until you can get somewhere really good like turn 6+ that way you get freedom to do what you want when you win and not have to make commitments you'd rather not on honestly puggable content.
