Timer Menu Explanation Please

When I hit Ctrl+U to bring up the timers I get some numbers:

Clock Icon 15:20 Remaining (5/20 5:00)

I've tried server time, eorzea time, local time, any damn time and none of these numbers make any sense. I have been doing grand leve supply missions and after I complete the turnins, I don't get any new list of items to turn in after the 15:20 goes by and the 5/20 never freaking changes.

I am so damned frustrated with this, I've searched for weeks for an explanation so far nothing. Trying every damned combination of "Timers menu explanation explained final fantasy 14 Ctrl+U Next Leve allowance Mission Map Challenge" Anyone know? I've even stayed up for every 5:00 hour and watched the stupid timers go down and nothing changes. I'm about to punch the cat because this makes no damn sense. What the hell do these numbers mean?

The timer for grand company turn ins is wrong, or rather it's wrong in all but 1 time zone. The reset actually happens at 4:00 PM EDT I believe. Not sure which time zone you're in, but this should be helpful. I have no idea why the timer is not actually linked to when the supply missions reset, but it's been like that for as long as I can remember so I just keep in mind that it resets at 4 PM (for me).

The grand company supply/provision missions are bugged and reset at the wrong time. All other things reset at the right time though.

So that makes the reset for me at 1500h CST then. What does the 5/20 mean on the timer screen for allowances? I'm guessing when it shows a clock and says XX:XX Remaining that's how long to turn it in but then it can give me new turnins at a different time whenever (5/20 ?:??) happens?

"Next Leve Allowance" is when you get your next set of guildleves, I think it's 3 every 12 hours?

"Next Map Allowance" (if you have it) is when you are able to find a treasure map through gathering.

In both cases you get both a time remaining shown (hours : minutes) and the actual date/time they will be replenished. Unlike the company timer those are both correct as far as I can tell.

So what do the numbers mean in the box?

Edit: Ok, so that's an actual date and time - no wonder it never changed when I completed them. That's confusing as hell to put both of them on there without an actual name of the month. Thanks Estellios.... you saved my cat from being punted in frustration.
