Can I progress in storyline without doing dungeons?

I'm fine with doing a few dungeons...

But you aren't fine doing a few dungeons and if you read my response you would see that. The highest ilvl requirement for main scenario is i55. That's it you literally just need i70 accessories( even cheap non hq ones at a couple k) and you have it, esp when you combine it with other gear you that you're literally just handed. All those dungeons drop gear as well so when you do it once you get the myth, the soldiery, and after doing 2 different dungeons you should have got at least one i55+ piece of gear. and all the new dungeons(the i55 ones) drop i70 gear which you no longer have to farm seals for so they are in fact catering to you and giving you exactly what you want.
