Unable to access server for version check 11023

From what I see, the patch servers are online so that isnt the problem. I have no Norton installed on my computer and as a matter of fact I currently have disabled all of my antivirus software. My router is set to forward the correct port for downloading and the firewall is not enabled for windows nor do I think the router firewall is blocking it because of the forwarded ports. I've also tried using another profile on the computer, I've re-installed twice, with deleting the /users/My Games/FFXIV folder.

Im in North America if that helps anything.

I am running windows 7 64 bit. I have tried connecting straight to the modem and still have the error. There are no firewalls from either windows nor my router and I am not on a subnet, I am at my own house that only has a router and a modem.

I installed the game from my collectors edition disc that has a game version of 2010.07.10.0000

Did you run the config program at all before patching or after nuking the user data? For some people, this has resolved that issue.

If that fails (or you already did it), connect the PC directly to the modem, OR if you are using wireless, try a wired connection (the game is slightly better about lost packets these days, however, that does nothing for you before you actually patch it).

I tried running config program as soon as I installed it before I tried to patch it and still have the same error. And Ive already tried connecting the PC directly to the modem, but I get the same error.
