Dedicated players on the "entry" level sub would find more incentive to upgrade to "standard" if they could send mail to them self; they would essentially be paying double that of the retainer fee if going month to month, or guaranteeing SE multiple month's worth of pay for the bulk discount. Considering this is a game where you can thrive with one character per server, I'm sure there is a large portion of the player base that only subscribes to the "entry" plan.
