Missing Clothing image.

I recently did a job quest for my WHM at lvl 45 and it required me to head to different places and pray. After each pray, I received a Blue Colored item. One of the items is called Healer's Culottes and it shows a picture of a white pair of shorts. But when you try and equip it, the avatar looks like they're naked rather than wearing something on their legs part. Is this a missing image because it is very awkward with no pants on but you actually do have them :/

If you plan on being whm (or almost any class) and you are female prepare to be cold. My suggestion at that level is a nice wool robe.
The graphics probably aren't missing, at the worst you probably have a shirt type body piece on which hides most of the ready limited cloth in the female design of that item.
