Housing - New to concept, please help clarify

Not finding any recent guides to help with the housing process - anything I am finding is months old, I'm hoping changes have been made in recent patches. Our FC is getting there in gil and I wanted to see what how the process might work. Can someone help with some assumptions:
1. Buy plot first, then the house - 2 separate transactions right? Or does buying the plot also buy the house?
2. I know there is a small, medium and a large house. What are we talking prices (assuming prices vary on servers, just looking for ballpark #'s). Anything I did come across on this is months old. Is it 2mil for small plot and another 6 mil for the small house - total of 8? What about med/large?
3. Our FC leader isn't playing very much (haven't seen 2 wks) is he the only one that can actually purchase the land/house?
Sorry if these are stupid questions, I did look and didn't see anything recent that might help. Any feedback is appreciated. Also any tips?

You buy the plot first. The house is indeed a 2nd and different transaction.

If you look at the housing release patch, you can get a guesstimate of what the prices are by cutting those prices in half. Some of the higher/legacy population servers have had their prices adjusted over a period of time but take those initial numbers depending on your server and cut them by half. 90 days after the housing patch, most if not all houses that still have not been purchased should have reached the 50% of their initial value.

We paid 54 million gil for our large lot and 3 million for the house. Unless its changed since then, I don't believe your house should be more expensive then your plot.

3. Our FC leader isn't playing very much (haven't seen 2 wks) is he the only one that can actually purchase the land/house?

Other players can purchase the lot assuming the FC Leader has given them the authority to buy it. I bought our FC's lot while not being the FC leader.

Any feedback is appreciated. Also any tips?

You may want to check up on your FC leader first. He has the ultimate authority over everything. It would be terrible that you buy the house and then realize he gave no one the ability to use the farm plots. If he is no longer going to be active, pass the lead to someone else or form a new FC and buy one. This should be your first priority.

The house prices are 450k for small, 1mil for Medium, 3mil for Large. The plot prices vary by server. You can see all the listings at the menu you use to access the housing area itself.

Keep in mind that at this point, many FCs will have claimed the cheaper plots in a particular tier. On my server Mediums were between 15.2mil and 16.9mil in Ul'dah, and most of the 15.2mil plots were already bought.

I own an FC, Fenrir's Lunar Moon, on Excalibur. But it's very small, mostly just me since Valentine's Day. I have about 4 other brand new PS4/PC players in my group, but most only log on casually, most of a day, then not until 3-5 days later again. I decided I can afford a small Cottage, since I am putting 100% of the money into it, and I want to do it today/tomorrow but I have a few questions that I would like answered:

1.) I teleported to all 3 cities main Aethyerite crystals, and just browsed the lists that way. We are a Legacy World, and almost ALL 5 wards of Limsa and Gridania are totally full, I only found 1-2 small plots in all 5 wards of both cities, but several 52 Million gil Large plots left. But those small ones are all 4 million gil, rock bottom prices with zero de-evaluation left on them. I went to Ul'dah, and several small ones are left there yet. But there is a huge difference in prices! These small plots are only ~ 2 million. But then again, I went to 1 ward that had 4 small plots close to each other that were still open. 2 were 1,984,000 and 2 were 2,132,000. Shouldn't ALL small/medium/large plots be the same exact price in all 3 cities? Even in the same city, same ward, with 2 plots next to each other, 1 is 7.4% (148,000)!!! more then the one next to it?

2.) So if I make my purchase in "The Goblet", may I go to Lavender Beds and purchase a Glade Cottage permit in Gridania? I'm not FORCED to buy an Oasis one and change it piece by piece, right?

3.) Is there anywhere I can see all 18 choices for both Cottage Walls and Roofs anywhere? (Oasis/Glade/Rivera Roof/Wall Composite/Wood/Stone) Like in pictures, for reference? Those tiny inventory icons do not do justice to an actual object. I wanted to put a full Glade type Cottage in Goblet, but wanted to make sure 100% I know what choice is what, even if I went to Lavender Beds and looked at various ones in person, etc. I probably will want 1 part (Walls/Roof) 1 type, and replace the other part with a different Glade type. Who knows, I might see a Rivera Composite/Wood/Stone Walled one and like it better, but just want to be sure, if there is no one around to ask first.

I've gotten many free house items from my Retainer's Quick Ventures, plus I am 50, or pretty close to 50 in all crafts. (I will be 50 in all and also DoL's by June), so I can craft a large majority of what I want or shout for help for the rest.

To answer your questions...

1) The difference in price reflects the "Quality" of the plot. Typically the higher priced plots will have better views, placement, or are closer to facilities.

2) You have to buy a permit of the area you bought your house in, since you do the actual permit purchasing on your land. This is because you are limited to exterior features of the zone your house is in. ie: You can't make a glade-style house in the goblet. However inside the house you are free to use whatever style you like.

3) There was an imgur link I had a while back with all the house exteriors in it but unfortunately I can't find it. Anyway, when selecting your permit you get a preview of what it will look like so you can get a look at all the exteriors and roofs.
