There are different world within each server. NA server, asia server, european server etc.

I believe there are 2 servers for NA, not sure. Maybe he is looking in the wrong server for your world?

Well I just tried to make a new character, and diablos says this server isn't allowing anymore new player creations. I just got this game a month ago... Jesus how lame are these servers I'm paying for.

Can I transfer a character?

All servers are locked down from time to time preventing transfers and character creation. They do them on a rotating schedule. It's supposedly for server stability. I can't provide the link you can check for current schedules as I'm posting from work but there is one available.

As for transfers, it's possible but there's a fee associated with it.

As Failia said, they open and close character creation periodically throughout the day. Its the daytime during a weekend atm so your friend will likely have a hard time getting in. He will have the best chance early morning or late night when less people are on. Also, the server status changes much more frequently than the every-4-hours they update the list, so even if it says they are closed on the lodestone he may be able to get in after a few tries.

It's not a random lockout, it depends on how congested the server is at the time ^^ so popular servers will have lockouts more often

Not bizarre at all, it depends on how many are logged in at the time. The more congested the server is the more it will be locked down from being able to make new characters.
