Main story line quest unresponsive and broken

My main storyline quest is unresponsive or broken. I am at the part of my story line titled "Skeletons in Her Closet" and I have to report to Ursandel post Haukke Manor but the NPC in unresponsive and I cant trigger/complete the quest.

Steps:
Was in the Duty "Haukke Manor" for the first time since i just unlocked it for my storyline quest. I completed it and the story cutscene never triggered which I assume is why I am in some sort of quest limbo after beating Haukke Manor but before watch the cutscene with the black masked men. The quest says speak to Ursandel in Old Gridania for "Skeleton in Her Closet" yet he is unresponsive.

Okay now, it has been multiple months since the incident has occurred and I have yet to get an acknowledgement of my issue. I resubscribed with a friend because we enjoy the game and luckily I have multiple characters. I have put in too much time to simply reroll this character and I assumed this would be fixed by now. Kind of ridiculous considering how many times ive contacted Square Enix in attempts to get this figured out.

Hi I'm having the same issue! I'm stuck so I have to play my alt for the time being, it's kinda disappointing for such a small issue since last year and coming from the company SQUARE ENIX have yet to fix it, I'm thinking of un-subbing considering this is not even a new bug.

Yea, its really annoying considering all that would have to be done is allowing the dropping of the quest like they have In WoW.

You see, I did my character last month and didn't stumbled on that problem.
Maybe has something that you guys did specific to 'trigger' that bug.

Since I already watched all CS on my other char, I skipped every single skippable CS from lv1 to 50. Did you watched yours? Did you skipped after a specific text?

I dunno, just trying gather more info about it, as isn't a constant bug.

My monk is my second character, so I skipped both cut-scenes since I already saw them both on my white mage. After the quest it was as if i never saw the 2nd cutscene with the guys in the mask so the next part where I have to speak to Ursandel isnt triggered yet. Ive tried rerunning Haukke Manor multiple times and I even transferred servers but it didn't fix it :/

Check if you can see the CS from the INN.
If yes, try watching, just for the testing's sake.

If not listed, then dunno what else could be done but then we are sure that skipping might trigger the bug.

Maybe related to the skipping of CS in castrum not making them being listed on inn as well? Ideas...

Hi! I found a solution hope it works for u, (Square Enix you are a disgrace, send few ticket weeks ago and YET to receive even a simple goddamn reply, a free game has a even faster support than you guys) anyways, I found a post that the guy has same bug as us, he then ignored it and continue to teleport/Questing around Gridania and then suddenly a cutscenes pop outta no where! And then he could talk to Ursandel to submit the quest. So I went to try my luck right away , I went to Gridania Plaza(biggest Athernet shard)then teleport to Blue Badger gate(Central Shroud) and then lo and behold, a cutscenes pop out! ! At least it work for me, hope it works for you too!And SHAME ON YOU SQUARE ENIX! You have to let your own players to figure out your goddamn bug
