FFXII had Trolley Trains to get around that one advanced tech city.
Final Fantasy Crystal Chronicles: The Crystal Bearers - Trains are main form of transportation and heavily part of sections of the story including a stealth infiltration mission (which was actually a lot of fun)
I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.
... What planet have I landed on?SE. I seriously hope these ideas, which I believe even a few of the ComReps have commented on in the past, don't fall through the cracks.
I would love to see a train system built into the game that players can ride betwixt all the cities and has a chance to turn into a Doom Train Encounter, with a time limit to rush towards the Engine Car and a fight to break out with the engine and the Skeleton mobs that are operating it.
I'd also like to eventually get to explore one of the moons like we've done in multiple past FF's. They were always interesting events in those games.

I think that a train would fit the garlean empire, airships have the freedom of the sky but trains are stuck on rails. Which would fit the garleans need to control the populace in their borders not to mention they more than have the technology to do it.
A train that served only an immersion/graphical purpose seen in the background of a certain area is a GREAT idea and would definitely fit the magitek heavy Garlean Empire.
But for actual transportation nah it's pointless. A train would do the same thing an airship does...but on the...ground...
They could easily just give a lore reason as to why certain methods of transport of forbidden or preferred in certain regions.
We know the Garlean Empire is pretty much a fascist state whose government likes to keep its citizens under its total control. It therefore stands to think that in order to maintain its control over the populace that the only type of transportation allowed to everyday citizens would be via land travel(I.E. trains) since they can establish and control checkpoints at various locations and following this reasoning, air and sea vessels are prohibited to all but the military.
And bam, there's your potential lore justification.
As for what they could use them for? Well the sky's the limit. Use your imagination for crying out loud.
As for Final Fantasy games that have had trains, who cares? Every one that had one had a cool +1 bonus.

I'm only talking about numbered Final Fantasy games. Crisis Core and Before Crisis don't count, nor does Crystal Chronicles.
And the trolleys in Archadia were air cabs. They were not on rails.
And even if you did count them, you'd be at 10 with, 9 without, which even though it's over 50%, it could not be considered "almost all" of them.
