I'm pretty disappointed settlements have no function whatsoever besides just being there. But hey, what else is new

yeah, you cant really say i told you so since no one really knows till release, but alot of people did call this one due to the way things were worded.
i too read the settlements post as that they were just for looks until a later patch.
