yeah, you cant really say i told you so since no one really knows till release, but alot of people did call this one due to the way things were worded.
i too read the settlements post as that they were just for looks until a later patch.

Because their idea of "redesign the game world" probably doesn't entail the bulldozers and wrecking ball crews that a lot of people might be misguided into thinking, and probably has more to do with just opening up certain areas, maybe adding a few more unique elements here and there, etc.

Well, settlements have the possibility to sit at least lol ..and they have dynamic shadows under the buildings,

About redesign, they spoke about a truly redesign of the geography too so i don't think they'll add only these kind of elements to the scenario. They added these settlements maybe with the final new-scenario in mind already (and they also changed the music for the occasion probably, for the parts they are going to rebuild).

Bayohne specifically said there was content associated with settlements.

Not sure where you guys are reading that there isn't content here at these settlements, but there is content related to them being released in 1.18.

I would give it a weekend before we call him a giant fibbing malboro.
