It's actually quite easy to implement, since we already have equipment damage, just a simple sub routine to swap out graphics(and add some fancy transition effect, which is also relatively easy). The problem is the content creation as others have said.

it's easy to implement from a programming perspective, but for the artists, it is time-consuming. Making several more variations of models for every piece of equipment, that will take time. Considering the complexity of the gear we have at the moement.

Perhaps if they would merely reskin the material or remove a couple of elements (a buckle here, a sleeve there, etc), it wouldn't be too hard, but making it look half-way decent would require a bit more effort, I suspect.

I would rather have visual representations of mob-incapacitations than player gear-damage. But in a perfect world where we could have everything, I would like visual representations of gear damage too.
