How can this game not have built in voice chat?

actually hate to say this but this is a fair point. Practically most fc's doing coil now have a requirement to have access to teamspeak or the like.
PS3/PS4 have the ability to use a chat system in a game and if there was a universal one in game it would bring both platforms together and removing the need for 3rd party chat programs.

however one thing only in dungeons/raids and give the ability to mute or disable mic if you don't want to talk etc.

For this to happen Sony would have to be one the make Universal Program. Since SE and Sony isn't partners like that anymore chances are slim but possible since they have history.
