So patch is slated for 21st in America.

Instead of wait for 2 days till patch and be like: "Oops sorry guys!"

Its a safety net to fall back on if they aren't able to deliver on the exact day they have preempted the impending delay. I would also assume it would be the whole thing, makes no sense to separate stuff.
