Changing ISP's as previously stated most likely won't fix the situation.

There's a certain number of 'hops' you have to do to go from

Computer (Yours) > Modem/Router > Wall Outlet > (Assuming this is like BT here in the UK, after the wall outlet it's BT's property NOT yours so it's their responsibility, anything INTO the wall outlet is YOURS both cables and hardware) Interior/Exterior Cabling > Surface/Underground Cabling Network > Local Exchange > Next Appropriate connection "Hops" between countries/states > Montreal Canada > Local Montreal Exchanges > SE NA/EU Datacentre.

If any one of those hops in between causes a substantial issue you'll be effected, it's like playing pass the parcel in a big circle and one or two people pass out half way through.


However!

There's always the possibility there was a slight server crash for your particular instance/situation or action. (Specific actions have been known to unexpectedly hang the server) Each patch has featured an update of a least 1-2 kinds in this regard.


There were reports of issues for USA users after recent patches and a degregation in performance and stability and that they'd try and find the root cause for those (if any) who are affected.


IT IS VERY IMPORTANT TO REMEMBER, it's not always their fault, almost every single time an issue like this occurs it's someone between You > Server > You and the connections/hardware in between that's caused an issue, which can happen from time to time.
