In any case, Kyan has answered your primary question. As he mentioned, the Veil of Wiyu is itself a reference to a legendary grimoire from both Final Fantasy Tactics and Final Fantasy Tactics A2. In all three instances, we aren't told much about Wiyu. I believe, though, that it's only in FFXIV that she's said to have green eyes.

And, if I'm not wrong, the summoners of Final Fantasy have almost always been associated with the colour green, especially Rydia of FFIV. In that sense, the colour of Wiyu's eyes, as well as the colour of the summoner's AF gear in this game, are merely the latest iteration in a long Final Fantasy tradition.

What I'm curious to know, though, is the reason behind the dragon motif in design of the summoner AF gear. The evoker/summoner robes bear vestigal wings as well as a "tail", while the evoker/summoner's horn completes the allusion to a dragon. It makes me wonder if it's a distant reference to Bahamut, whom the Allagans so famously imprisoned in Dalamud.
