    Countless multitudes of her people, eh? You know, Bahamut IS traditionally the ruler of the dragons in Final Fantasy. And the Allag seem to have some ties to the dragons.

    Actually, the Allagan were simply conquerors. Dragons weren't the only thing they enslaved. They have a particular penchant for manipulating and enslaving voidkin, as LoA leads us to believe.
