To prevent someone initial the CS during battle, I think remove all CS IF the duty is made by Duty Finder would be more appropriate ^^;
There's story-related cutscenes for many dungeons.
Either way, I'm sure there'd be people who'd whine and complain, but I think I'm actually for this idea. Disable the cutscene skip if there's new players in a given dungeon. The amount of people I've seen be harassed out of Castrum or Praetorium for trying to actually enjoy the final dungeons is sickening.
While I do agree that people could occasionally be a little kinder and more patient with each other, when it comes to story dungeons people wanting to watch the cutscenes are better off using the partyfinder and queue with a premade party.
I do not mind at all if there's someone running along for the story and I am perfectly willing to wait and let them watch the cutscenes, but there's 6 other random strangers running with us as well, and those people dictate at which speed we run.
If the majority rules we're skipping cutscenes, then we're skipping cutscenes.
Keep in mind that it's mainly veterans running Preatorium or Castrum through DF/Roulette these days and they do this for one reason, Mythology.
My reason for doing those is no different.

I'd rather we can't move until everyone's finished/skipped the cutscene, like at the beginning of a dungeon, so we can all go ahead if we decide to skip them, but if anyone wants to watch them, he can't be left behind (and if anybody pressures you into skipping them, they should be reported).
I'm in a catch-22 on this:
It'd be great to be able to disable cutscenes if you've seen them before. And I would love, at times, for people to just skip theirs.
However, a lot of the time for new players, the only way to get into CM or Prae, is to go DF. But all those cut scenes per dungeon add up to, what, 15-20 minutes? Each dungeon?
So doubling or tripling the time in the dungeon. That'd soon stop people from DF roulette if they couldn't skip the CS. Extra 60 myth is not worth it. Which would then highly impact the new players.
If SE were to implement a no-skip CS on those two dungeons specifically, and made the bonus myth 200, I'd be all for it. As of now, I still hang back with the new guy who is watching them, if it's not detrimental to the rest of the group. But I don't see doing this roulette if I couldn't skip CS for only 60 myth, unless I specifically logged in to help people (which I do occasionally).
Your statement of 15-20 min for any duty, makes me think you never saw them in first place.
I dunno, I think I'd just prefer most dungeon/group content cut scenes be the small "here the boss ROAR!" type I've been seeing in the high level dungeons.
The story content should be a solo duty (albeit, one that you CAN take others along to if you play with friends. I hate so much those leveling duty quests that force me to continually leave party >.<![]()

It's really only a "problem" in CM and Prae and the solution is pretty simple - don't do roulette if you're not willing to wait for first timers. It's there for you to help them: if you don't want to, go get your myth somwhere else.

Nowadays however 9 out of 10 DF/Roulette made parties consist of veterans completely, and they run for the Myth reward.
A new player can consider him/herself lucky if they find a DF party where everyone agrees to wait for them but should always assume that it's going to be a speedrun.
The harsh reality is that if a new player absolutely wants to see the cutscenes while running the dungeon, they are better off using the partyfinder and your opinion on "how it should be" isn't going to change anything about that.
Like I said,
I am always willing to wait, but I am me and I am not the rest of the party.
I run at the speed the party decides to run and if the majority decides that we speedrun, then we speedrun.
In the end I am here for my Mythology reward and nothing else.
Lastly, I completely agree that removing the option to skip cutscenes will stop speedrunning.
Because none of the veterans will be running CM/Prea anymore, blocking most new players from completing these entirely.
