7 people, 2 of which are healers, who are also rare to find. When every tank has to wait for 2 healers, the healers will likely end up having the faster queue.

Additionally, Tanks do not have instant queue. They have the "fastest" queues on average, but they are not always instant.

That's right, nooby tank here... I'll say the perfect example of dungeon where a tank can wait 2 hours or more ... Let's see... Oh, yes, CAPE WESTWIND!... (Personal experience).

Cape Westwind is in the Trials roulette I believe.
