What are you even talking about...PC version has 8 cross hotbars. I dont see why you need 8 hotbars at all. I use all classes and they are all 50 except for fisher and I use one shared crosshotbar (no. 8) for class changing (will probably stop being shared as more classes are added). As for my combat classes, I use 4 sets max and even then 3 of them are just copies of each other with pet abilities as the difference.

Most of the time I only use one cross bar set and another set for expanded hold (set 7) to access all of my abilities. I can easily add one more set for waypoints and marks and still have at least half of my crossbars available.
