They would do squat because the guy doesn't actually know where they live in RL don't base gaming life to real life police have enough problems as it is going out on real calls.
Black list them and ignore them simple as that, you are letting it get to you and that's why they keep doing it.
once you fade it out that it bugs you then it will disappear,either that you can just say you're a dude or get some guy to pretend he is your man and tell him to buzz off.
not sure what you did to provoke and not sure if he is a actual stalker.

How can you follow someone? Do one teleport and you are gone. Sure, if you hang around at your FC house much or have some favorite spot where you feel you must idle I guess it could be a problem.
you can transfer servers or tell the person you are moving to XXXXX server and hope they go and u really dont >.>
This is the best and only way to go.
Keep sending in reports, and make sure that you make then thorough. Give the GMs all the information, including timestamped copies from your chatlog wherever possible.
Also explain clearly to them that this particular player makes you feel uncomfortable.
Only if you want another server to deal with his kind.
Personally I'd rather see people like this removed from the game, permanently.
As others have said, unless the OP knows who the person in real life is and there's a good reason to believe that there are life threatening factors involved, which in this case is fairly unlikely, there is nothing the police can do.
They probably won't even write up a report for it.

This brings up a good point for SE to look into: if you blacklist someone, they shouldn't be able to find you on player search if at possible. It would help with harassment tons. Oh, you accidentally run into them somewhere in the open world? Tele somewhere else and you're all set...or at least you should be.
