If you're in Australia, the Japanese data centres are closer physically than the NA/EU ones which are in Canada as you noted.
Australian players should join Tonberry. They can join NA servers, but they will always suffer from time delays, no matter what they do. They can try EU, but EU is significantly worse than NA for some reason. JP servers are somewhat closer. There's also the fact that the JP servers are in the same timezones as most of Australia's east coast.
Tonberry, by the way, is the unofficial Oceania server and has a fairly large population of english speakers. Roughy equal to the number of non-english. If / when you use the Duty Finder, provided you have selected English only, the vast majority of people you play with will be from Tonberry as well, making the game feel a lot more cohesively social
