I have struggled to find a group where it is possible to reserve two evenings where we do 8-player content. My first group fell apart because of many different problems, some were just time and coordination issues but more severe problems were differences in skills and different learning curves. Ending in frustration on both sides, the ones who "fell behind" and feeling bad for holding the rest of the group back and the ones knowing what to do but forced to wipe 20 times more than they normally would if everybody would be at the same level they are.

Endgame content like Coil or Primals is difficult content and everybody has different frustation levels. No matter if you have a raid group that knows each other or if you try it with randoms in Party finder. You always have 1-2 people blocking the rest so it is like hitting a wall most of the time not allowing you to progress on the parts you need training for.

24 people raids imo should be fun raids like CT. Not the hardest content. You can't coordinate 24 people, it is hard enough for teams of 8 people. And Duty finder or Group finder are no good options because it takes too long and chance is high you have the typical "carry me through" or derp players no matter what text you write. T5 Twintania Twister training is an accurate example of the last weeks. I have been in many parties, all of them struggled with P3 divebombs and we did not even get to Twister phase. I do not need to train that phase so it was pure frustration and wa complete waste of time. People in random runs tend to lie and tend and to make themselves better than they actually are. Others join training parties expecting a quick win and leaving/bitching after two wipes. Again, this happens on 8 people content. Imagine the same with 24 people content. *shudders*

you can coordinate 24 people, ive been raid leading in wow 25 man raids for a good number of years now, the ways its done, your FC/guild recruits for like skilled players who want that content, not just random people, and you and firm with attendance policy, the tools and organisation is there, it just needs to be set in stone.

I think it would be even better to allow for a flexible number of people to party up to tackle some content. 5? 11? 20? However many and let's see what we can do. The "must have 8/24" thing is really aggravating.
