Sometimes I go afk for 30 min or so to do random things, as we all probably do. When I come back, if I see an RMT tell and attempt to blacklist it. Lately, however, it has been telling me the person can't be found, so SE has at least been speeding up their RMT crack down. It is nice to see that they are already gone by the time I go to blacklist them! =)
Yea, SE *does not* ever delete characters that they ban, or at least, it's not the standard thing they do. Most likely, their characters are evidence of their actions and are kept as such.
As said by someone else, characters that show as deleted were deleted by the user.
And, it's not true that we don't know when SE does bans. They post news on lodestone quite frequently about their ban hammer activities. As I understand, if their news reports are any indication, they do it roughly weekly. Odds are the investigators gather a lot of evidence and give it to the person who has control of banning which they do in chunks at a time. The ban hammer is mighty, when it strikes, many fall!

Perhaps if the blacklist were only for gilspammers, that might work. But the blacklist is ostensibly for blocking annoying players. Unfortunately, there's no way to determine if you blacklisted someone because they were annoying or because they were gilspamming...
baffled with this whole rmt thing... If I was a developer or GM, I'd stay logged in all day & catch these guys for myself. I find it very hard to believe these RMT issues are all the result of hacked accounts. Which then leads one to believe these are all subbed accounts.... where are they getting their software & licenses? The same people are still here or come back after each wave of bans. There's clearly a disconnect in the account system that these guys are exploiting.
Blacklisting someone should automatically send your chat log to a GM for review. This is how EQOA worked. It would speed up the bans.. but there's still wouldn't stop them from returning.
I still say all offending accounts should be thrown to a locked Gaol server populated by fake accounts. No world transfers without GM review. Keep collecting the subs from the RMT accounts & let them send all the tells they want to a fake playerbase.
The RMT problem is going to be here until time stops but SE should give the players a far easier way of blocking them then the current system in place. A new system need to be put in place where people can report the RMT as spam and it will block all chat logs for the player. This new "spam" log should NOT have a limit on how many the player can add nor should the player be able to see it. Only GMs will be able to view it and it should make it easier on them.
The point is, SE need to step up and make is more easier for the end player to block them and not having to spend 10 mins of there time making a GM report and blocking them.
Just to be more clear.
The current system, the player has to report the RMT message, having to go thought 2 menus. After the player clicks send a ticket is made with the info the player had put in. Info that may or may not be wrong because of human error. Now I am going to take a guess and say it makes a new ticket for each person that reports the same player for RMT messages. On the other end, that is a lot of tickets they have to go thought just to see what is happening and how many reports of the same player who sent the message are.
So here is what I am thinking SE should do.
The player gets an RMT message, the player then clicks on the RMT message and clicks "report as spam", this is only one menu a window will pop up asking if they are sure they want to report it as spam. Once the message is reported, a ticket is made and any message to the player that reported the spam will be block without the player having to add them to there block list or it going into there block list. This list will be a different list from the player block list, where only GMs will be able to view and edit it. So after a few minutes go by, more people report the same player for RMT messages, the system can auto update the same ticket saying that they have been reported X amount of times. This in return can make it easier for the GMs to act faster.
I know I am guessing at how the process works on the back in but to me, it seems really slow at times. I also know that what I propose will need somethings worked out but I still think it can be done with little effort.
There's a few problems with this (and yes, I've heard this suggestion in every MMO I've played as of late, so flame shields up).
Most RMT accounts are stolen player accounts. Meaning if you instaban a player account, they're liable to get upset and run to every corner of the internet in rage. Bad PR is no way to go thru life. Otherwise, they often use stolen credit cards, which of course means there's laws and regulations SE needs to follow to report this to authorities/things they have to do to CYA.
To further my point above, if you account were taken (heaven forbid, yes), and they went banhammer on it, wouldn't you be upset? Wouldn't you want SE to figure out HOW they got your account to begin with (also read: wouldn't you take to the net in a fit of rage demanding a pound of flesh)?
While the "Gaol" server is a cool idea, it's still an arms race. You cut one head off the RMT hydra, 2 more grow back. Plus, how do you take measures to restrict RMT behavior without affecting legit players (aka the DRM debate)?
Every "simple solution" isn't quite that simple mate. I work in this space for a living....*sigh* believe me.
