not necessarily. due to the match-making system, if you are not the same/near the same rank as the people in the queue, you will not get matched with anybody and you will sit there in the queue until someone who is within your ranking does

Nope lol it'll increase it's range every few mins till it fills up all 7 spots.
I had a few almost full i100 dps go against me meaning they were like r34 + or so and i'm rank 16 along with other ppl who seem to be around me or lower as they r wearing either pve gear or some to full set of i70 gear.
May the healer who goes against these i100 dps be given mercy as hell knows no such thing when in a Q for 15mins + .

I'm rank 15 and I had a bard with almost full ilvl 100 pvp gear in my team
and another game I got critted by something twice in a row 1,2k and 1,4k. I died before I even had time to use benediction
