A lot of it is general latency caused by dropped packages due to insufficient peering capacity in the North American segment of the internet. It's showing up more and more in the news lately surrounding Netflix and net neutrality.A lot of people around the world randomly still have this problem. I'm in toronto (close to montreal where NA servers are) and have the issue. A number of people I play with have the same issue. And a number of IRL friends here on other servers have the same issue. SE isn't really acknowledging it's an issue, even though 100s of people seem to have the problem. So honestly if you can't fix it with one of those third probably programs you are just out of luck.
