I can see the Toll to continue to grow now that it has become a central hub for Adventurers. It may even require its own form of government in the future to control the masses, and might even become a city-state in itself.

I can certainly imagine this, especially after the bulk of the Doman refugees move into to occupy it as labourers and civilians.
