    They aren't getting rid of it. They already stated, "Speed Surge will affect auto-attack delay instead of the stamina gauge."

    I don't actually thing there will be a huge difference between the current speed surge and the post-patch speed surge. Tp will build at the same rate. The only difference is that speed surge will affect only the auto attack delay after the patch. Currently it affects all of your skills to an extent because the stamina gauge is used globally. Overall I don't think there will be a very noticeable difference.
