You can only use Steel Cyclone in Defiance and it ignores the damage reduction. Shouldn't it be 200*2*3 for 1200enmity-potency.

I'm not baking the Defiance modifier into anything. Defiance has to be factored into SC (as well as IB) because, even though it can only be using while in Defiance, it ignores the damage penalty. As such, when compared to anything else being used in Defiance, it does not have the 200 potency that is listed; it is more accurate to say that it has a potency of 266.66.
