This. Flash's enmity generation is based off of attack power and generates something like 495 effective ePot per use. Being based off of attack power also means that it isn't buffed by Fight or Flight or Echo (which increase damage), would be buffed by something like Berserk (which increases attack power), actually generates appreciable enmity when an enemy has massive resistance or immunity (such as the first 30 seconds UW in Prae or the 3rd boss of CM), and doesn't get any increased effect when an enemy is taking *more* damage than usual (such as the snakes in t5).

If it's not mentioned, it doesn't have an enmity modifier and simply generates as much as it deals.
All CDs, such as Rampart, Berserk, Infuriate, etc. generate a flat 70 enmity at 50. Self heals (such as from Bloodbath or IB) do not generate any enmity.

Skull Sunder: x3 enmity modifier, 100 or 200 potency w/ combo, 300 or 600 ePot
Butcher's Block: x5 enmity modifier, 100 or 280 potency w/ combo, 500 or 1400 ePot

Overpower: x5 enmity modifier, 120 potency, 600 ePot
