I don't use the RoH combo on the big pulls, and it works better than if I did. It's Flash spam and Riot Blade combo with the Circle of Scorn whenever I can, while rotating cooldowns to mitigate damage parallel to that.

And you're not missing anything, that's just how it is. By comparison, holding hate and mitigating damage can be (doesn't have to be, but can be) trickier on WAR, since against the big boss type single targets, you have to weave in Storm's combos to keep the damage debuff up on the boss, which generates no enmity. By comparison, the PLD has it much easier with the RoH combo being a debuff and enmity generator in one.
