The entirety of the general populace has easy access to Tome gear, so a generalized set is more suitable.

Sorry you dislike PvP, but it's your choice to avoid it & therefore not reap its rewards.
Niche systems should be rewarded far greater than the mainstream ones, it just makes sense like that.
Why do players deserve awesome, unique armors who simply beat some 4-mans once a week?
Or how about the ones who by the blood & sweat of their brow grind away endless hours in the arena, don't they deserve it more?
