Supply and provisioning missions: There are pointlessly two different reset times.

So for the last few days, I've been doing all the supply and provisioning missions that are available.

I try to check in the morning before I go to work what the new missions will be for that day, but it seems there are two separate reset times for these missions.


(Note times displayed are in Mountain time, but I will be referring to Pacific time since that's what SE uses)

I took this screenshot about half an hour ago, at 6:42 Pacific time. I turned in my last supply mission last night around 9 PM Pacific time. As you can see, the "mission allowance" reset at 4 AM, which provides a new list of items to turn in. However the item list is empty for me because the actual daily allowance doesn't seem to kick in until later than this. The game will generate new items to turn in at 4 AM, but the game won't stop and say "okay, you turned in miner items yesterday, you're allowed to do so again" until much later than that (time unknown, I'm now at work).

Doesn't it seem reasonable that these two events should be happening at the same time?
